In case you haven’t picked up the Caged Magistrate quest, talk to Captain Brant in Vernworth’s Stardrop Inn. You will be tasked with freeing Waldhar from the Vernworth Castle Gaol. But before Waldhar agrees to the escape, you need to find a room filled with books, as per his requirements. To find the place with plenty of tomes, head back to Brant to tell him about Waldhar’s demands. You will get a hint to head over to the Gracious Hand temple. You can find this temple right outside the city. Talk to the priest sitting here and hand over donations to him to start a side quest called Heel of History. For this quest, you have to locate a boy called Malcolm. To find out his whereabouts, talk to the kids roaming around the temple. Report your findings to the priest, who will then lead you to the vault of the temple

Now that you have access to the vault, head back to the Gaol and talk to Waldhar about the temple vault. Escape with him via the back door of the gaol with the key obtained from Brant. Once outside, the quest will end and Waldhar will take his leave.
