The Dulled Steel Cold Forge quest will be given to you by Roman after you have completed the Disa’s Plot, Seat of the Sovran, and The Stolen Throne quests. After that, make your way to The Royal Quarter in Vernworth Castle. If you have completed all the above main quests, then you will be stopped by a guard upon entering the Royal Quarter. Follow Ronan to the location where the Dulled Regalia Sword is located to start the Dulled Steel Cold Forge quest. Now, you need to find a blacksmith to help repair it. For that, head over to Brokkr’s Smithy in Battahl to find a dwarven blacksmith called Brokkr. But he cannot help repair the sword, rather it will be his apprentice, Sara. Wait for Brokkr to leave his shop to talk to Sara about the sword. 

To repair the sword, you need to gather Glimmercoal. Head southwest of Bakbattahl to find a small cavern called Digger’s Ruins. Before you enter it, turn off your torch, because the only way you can spot Glimmercoals is when they glow in the dark. Gather 15 Glimmercoals and make your way back to Sara to repair the sword and complete the quest.
