You would have explored Stormwind Cave during the quest Monster Culling, but if not, make your way to Harve Village. Right at the edge of the water you will find a cave entrance that leads down. Enter it, but not before you are well equipped and leveled up. There are several lizard-like enemies called Saurians here, and other beasts to take care of. Enter the cave and keep going down. There is a path to your right that you should take that leads further down. Keep going while fighting or avoiding the enemies here till the path turns to the left. At the end of the road there is a path that goes down on your right. Jump down and follow through the passage till you encounter a blue light at a distance. From here, go left and follow the path. You will find the grilled gate that was locked before has now been opened.

Enter Seafloor Shrine and take the stairs down on your right. Once you reach the bottom floor, enter through the opening on the right side to get the next objective.
