It can be a bit frustrating as you wait for Songbird to call you when the quest is active. It also doesn’t help that there is no information on how long you got to wait. You will slowly realize that you are not getting that call anytime soon, and might be wondering if it is a bug. Fortunately, this is not a bug, as you actually have to wait a certain amount of days for her to call you. You need to pass the time for three in-game days before you get her call.

In case you have progressed three days and still haven’t received a call yet, try to complete the quest Run This Town. You will get this after completing Firestarter, so if you find it on your quest list try to complete that. You will immediately get a call once the quest is over, or a few minutes after that. If you still haven’t received the call, then wait for a few minutes or let half a day pass. Eventually, Songbird will call you, and you can progress through the rest of the questline.
