The earliest location you can find coal ore is around River Valley. You should have a bronze pickaxe crafted by now to mine coal ores. You require 2x bronze ingot, 1x leather, and 1x hardwood handle, and this recipe can be unlocked in the knowledge and technology tree, under bronze tools. Once you have your pickaxe, make your way to the above location. You can find coal ores right away, as they spawn in the overworld. Just use your pickaxe to mine and collect coal
Another place you can check out is Lakeside Forest, but you need to level up a bit more before you can go there. The best places to mine coal during late game are around Table Mountain and Plateau Woodland. You would be heading this way to reach the snow biome, so you will encounter coal along the way.
