To get chamomile seeds, you first need to gather chamomile flowers. For that, you need to head over to Swamp Herbarium in Hard mode. You can spot a couple of chamomile flowers under a floating ruin, beside a bunch of red tulips. You can also get them while clearing out the Bastilles of Intellect puzzles in the area for a chance to get chamomile flowers. Another location you can investigate later into the game is the Swamp Gloom realm. Once you reach there, check your map to find a marked location called Danu. Make your way over there and check out Danu’s nursery. You will find a bunch of herbs and plants, including chamomile. 

To harvest chamomile seeds, take your chamomile flowers to the Refined Mortar Station. Select Seeds under refinement and place the chamomile flowers there. You will soon get some seeds, depending on how many flowers you have placed. You need to put 5x chamomile flowers to get 1x chamomile seed
