To collect the Carian Sovereignty, you need to kill one particular Scarab. First, make your way to Church District Highroad, then travel along to the southwest side past the Cathedral of Manus Metyr. You will eventually come across a cave entrance on the east side near the cliffs. Enter the cave and you will notice that there is nothing inside.
Instead, look up to the roof and you will notice a Scarab. To bring it down, use any ranged weapons on it. Once it is down, kill it to get the Carian Sovereignty ash of war. When equipped onto a greatsword and used, it will procure a massive magical greatsword that will slam down on enemies
