As mentioned above, you can only get the bolt cutters during late game. The only time you will encounter it is during the Return 5 – Old Gods chapter. During this chapter, Saga will make her way to the Valhalla Nursing Home to find Tor and Odin. Continue with the rest of the questline till you are led to an Overlap. To unlock the Overlap, you need to find the Anger’s Remorse record and play it on the` jukebox. A new portal will appear over the courtyard’s pool, and you can step through there to enter a different dimension.
This is where things start getting a bit complicated. You have to navigate through the new dimension, you will soon reach the basement of the nursing home. Within the basement, there is also a barricaded door, metal shelves, and a Tool Cabinet. The tool cabinet will be on your right, just interact with it to find the key. There is also a lever on the left side of the cabinet that will turn on the lights.
The barricaded door will now be unlocked and you can go through it. Keep going through the passage till you come across another lever to pull. Turn around 180 degrees from the lever so you are facing the door where you came from. On your left is a desk that contains the keys to the Tool Cabinet. Pick it up and make your way back to the area where the cabinet is. Turn off the lights using the lever, then use the key on the cabinet to get the Bolt Cutters in Alan Wake 2.
