After unlocking the Lower Pagoda shrine, enter the gates beside it and turn right. Follow the passage till you get to see an open gate on your right and go through it. Ignore all the gates on the left and keep going to the very end of the passage. Then turn to your left and check your right side to find a flight of stone stairs going up. Once you reach the top, exit out the gate and keep going straight
Get across the wooden planks and turn right to go through the gate. Turn left from the gate and keep going straight. Once you reach the locked gate at the end, turn to your right and go up the slope. Go straight ahead till you find an open gate on your right side. You will find the shrine for Upper Pagoda here.
