To get behind the waterfall, you need to get your hands on the Loong Scales. This item can be found in Chapter 2 where you reach Sandgate Village. Over here, you need to find and fight the three bosses, namely the Second Prince of Flowing Sands, the King of Flowing Sands, and the First Prince of Flowing Sands. After defeating the Second Prince and the King, you can gain access to the First Prince
Inside the arena of the First Prince is an ornate wall. Find a way to break it and get inside to find a chest with the Loong Scale. After you get the scale, head back to the waterfall and you can now enter it. You will encounter the waterfall in Forest of Wolves, near the Outside the Forest shrine.
