To unlock the respec ability, you need Withers. Withers can be found after you gain access to the Dank Crypt during the initial stages of the game. Near the Overgrown Ruins waypoint is the crypt door, which cannot be accessed without a key. You can lockpick it, or head up the cliffs to find an alternate entrance. There will be several enemies outside and inside the crypt, so beware of that. There is an ornate sarcophagus at the end of your journey inside the crypt. Unlock it to free Withers.

He will follow you to your camp, and you can select your character or companion to respec. It will cost 100 gold per respec, which is quite expensive during the early game. So you should make sure you know what you are getting into when you splurge. Besides respec, Withers can also resurrect dead companions for 200 gold, or even help you get Hirelings.
