During this objective, you will get a clue on where you can find the locks. The locks to the building are located just underneath the door of the main entrance. You can use your SID to scan under the door and find the wires connecting to it. But right now the wires are in red, which will make it impossible to hack or destroy without raising a lot of alarms. You need to find the generator that powers the doors first, which can be found a little further away from the door. Use the SID and continue to scan the floor till you get notified of the generator. You can find it just behind the vehicle, just look down into the gap on the floor to spot the generator.

Get down there and disable it using the SID, then pass through the underground tunnel to reach the locks. You can use any weapon to destroy it, thus giving you access to the inside of the RDA building.
