The only way you can get the lighthouse key is by opening all the cult stash containers around Bright Falls, Cauldron Lake, and Watery. There are 22 cult stashes to find, and you can find the key in the last cult stash you unlock. You can get a map to track your progress after you break into the Kalevala Knights Workshop and explore the Breakroom. You will get to this point during Return 3: Local Girl. Once you get the map, you can go ahead and track all the cult stashes around the areas.

Some of the cult stashes can be opened after solving mini puzzles, finding the key, or cracking the lock combination. Some stashes will also require bolt cutters to unlock them. You will get the key on the 22nd stash you unlock, regardless of which location you found the stash. So it can be different for each playthrough depending on the order of unlocking the stashes.
