As you keep playing Age of Wonders 4, you will automatically get some Heroes to recruit from the get-go. To recruit a Hero, click on the Hero button on the top left corner, you can take a look at all the Heroes who wish to join you. Now all that is left is to select them and click on the Recruit option. You can recruit more Heroes as you keep playing the game, as sometimes you might encounter them when you pillage or build new cities.
