Unlike the other operators who can be unlocked by completing objectives and missions, the only way you can unlock Soap is by paying for him. Just like all the original operators in Red Team 141, you can unlock Soap by purchasing the Vault edition of MW2. The Vault edition will also help you unlock Price, Ghost, and Farah from the OG team, but it will cost you $99.99 or £99.99. There are also other rewards that you can get after purchase, such as unlocking the FJX Cinder Weapon Vault and also unlocking the Battle Pass at level 50+.
Captain John “Soap” MacTavish is a recurring character in the Call of Duty franchise, as he has made several appearances across various titles from 2007 to 2022. He is one of the more popular playable operators, even after he died in Call of Duty: Modern Warfare 3. He is currently included in Modern Warfare 2’s campaign missions, so you can experience the storyline through his eyes.
