You’ll need to start by going underwater near the Basin tall grass in Bubby Basin. Once you’ve reached the marked location near Seadra’s home, go right from there, and then go downwards.
Once you reach the marked location, you’ll come across a door that you’ll need to open where you’ll have a monitor, some wires, and other computing related parts. Keep searching the room and you’ll come across a Pokeball which grants you the Ship’s Wheel.
Keep going ahead and you’ll come across some stairs which will lead you downstairs. Inside, upon searching on the left side of the room, you’ll find a Pokeball which grants you the Colorful Anchor Print recipe.
