The XP board can be found on top of the rocks, just outside Tokyo City. There are two ways to collect this XP board. You can either crawl over the rocks or make a big jump to grab it. Both methods will work for collecting the XP board and you can pick whichever method you prefer based on your vehicle.
Rock Crawling Method

To access this particular area, you’ll require a vehicle that has excellent ground clearance. One of the best vehicles in the game, which can be unlocked quite early on and comes with additional off-road tires and significantly more power, is the GMC Jimmy.
To get to this location, you must travel left when you come off the road. Scale the rocks with careful movements, while also maintaining a good amount of power and enough ground clearance to keep going upwards. If you can manage to do these things, you’ll be able to reach the XP Board at the top.
Jump Method via Sand Pit

To use the second method of jumping, head toward the sand pit located to the right side of the jump area, near the docks. A jump can be done with nearly any vehicle, provided it has enough power. For the jump, you must approach with a speed of about 100 mph. If you’re planning on using the GMC Jimmy to perform the jump, you will have a better chance if you give the car a good run-up from the beach area before hitting the jump. This gives you a better chance of getting to the XP board on the rocks.
