To start crafting the Stormflash Loong Staff, you first need to acquire the Willow Wood Staff. This is the first starting weapon of the game, so you don’t have to worry about finding ways to get it. After that, make your way to the Whiteclad Noble boss in Chapter 1 to unlock the schematic for the Twin Serpents Staff. To craft the Twin Serpents Staff, you require 2700x Will, 1x Jade Fang, and 8x Stone Spirit. You can get Jade Fang from Whiteclad Noble after his defeat, and Stone Spirits are found inside chests and enemy drops.
After crafting Twin Serpents Staff, you can upgrade it further to Kang-Jin Staff. You can unlock this schematic after defeating Kang-Jin Loong boss in Chapter 3. After defeating the boss, you can get Starlit Cloud-Bidden Antler as a drop. This is one of the crafting materials for the Kang Jin Staff, along with 21000x Will, 4x Refined Iron Sand, and 8x Yaoguai Core.
Now, you are in the final section of crafting Stormflash Loong Staff. Enter NG+ and defeat Red Loong, Black Loong, Cyan Loong, Kang-Jin Star, and Yellow Loong again. You would have defeated these bosses in the main game as well to collect 9x Loong Pearls in NG+. You will also need 45000x Will, 4x Gold Tree Core, and 2x Kun Steel, and with these materials you can craft the Stormflash Loong Staff
