As mentioned above, you can collect special plastic in the later regions of the game. The best place to go and get Special Plastic is at Blackfell Fallen Zone in the Red Sands region. The first location you can check is 4435, -1329. You will be standing in front of the Green Grove Municipal Building. Enter this building and check all the loot crates and furniture to find Special Plastic. You can get around 50 Special Plastics just by looting this building alone.
Another area you can explore in Blackfell is at 4511, -1441, where you will come across a green house. Again, loot all the furniture and any crates you come across to get Special Plastic. To get more special plastic, you can scavenge around the other buildings and houses within Blackfell and you get a small amount of this item. This item respawns, so you can always check back after a while to collect more Special Plastic.
