Like all the plastics types before this, you need to explore a specific area and collect all items inside building and then use the Disassembly Bench to disassemble them into usuble materials. When you do that, one of the material you will derive is the Engineering Plastic.
The other ways to get the item is to loot storage crates. Often times the storage crates will have a few Engineering Plastic.
To get Engineering Plastic in Once Human, go to the Tall Grass Area and enter every building that you come across. Loot the storage boxes you come across and collect all loot items.
