You won’t get the option to respec or reset skills until way later in the game. To unlock this option, you need to first get the title of Rogue Trader and become captain of the ship. Once you do that, you have to unlock the upper deck’s Voidship. After this, explore the area to find High Factotum Janris Danrok. This NPC can be found on your ship, especially near the main terminal for the Koronus Expanse map. Once you do, you need to start a sparring match with Janris. While talking to him, tell him how you need to train, and he will tell you about sparring. This is actually where you will be taken to the party menu and you can pick a character whose skill you would like to reset or respec. 

Respec or resetting skills will cost Profit Factor, and depending on how much you change the cost will go up. Heading into the respec or reset menu will alter your character’s level back to Level 1. You will get all your skill points back and you can redistribute them to change their skill attributes. Also, that character’s stat boosts, weapons, and armor proficiencies will also be reset or removed. The only thing you cannot change from this menu is their appearance, origins, homeworld, and archetype, but besides that you can start from scratch and build an ideal character.
