After preparing the refrigerated truck, you need to find and hack the computer. To find the computer, explore the storage area till you come across a large US flag hanging on the wall. There are several guards on duty around the area, so you can choose to stealth or shoot them down. Once you spot the flag, on the left side wall are some crates lined up that lead to a vent. Open the vent and hop through it.
Right ahead is a door that you can lockpick, so get up there and do just that. Once you are inside, head straight for the computer on the desk and hack it.
