You need to find Toma first to start the quest. Make your way to the Inside the House on Elysian Boulevard location. From the Stargazer point, head out and go up the roof’s slope. Immediately on your right you will find a ladder. Climb down and walk towards the window where you can hear a crying Toma. Talk to him to start the quest.

Faded Whistle Location in Lies of P

Make your way to Krat City Hall Courtyard to find the Faded Whistle. But before that, you need to defeat the Scrapped Watchman boss. Defeating the boss is important, as it will drop the Small Wooden Officer Puppet. Listen to the puppet, then make your way to the nearby bench. There is a blue marker on the bench you can investigate to get the Faded Whistle. Now all that is left is to go back to Toma and blow the whistle in front of his window to complete the quest.
