To enter creative mode in 7 Days to Die, you have to either create a new world or pick an existing save file from the main menu. You will find a World settings screen, where you can change between a normal game mode or creative mode. You can find the creative mode under the Advanced tab, select it to turn it on. Now all you have to do is load your game and open the inventory. There is an icon on the far right corner on top of your screen. Select it to open up the creative menu

Now, you can select and add any item from the menu and place them in your inventory. All you have to do is drag and drop said item from the menu into your inventory. If you want to split up stacks of items, just right click/LT/L2 on the inventory slot to drop singular items. You can browse the extensive list and add whatever you want. You should note that creative mode only works in single player and not if you are part of multiplayer, unless you are the host.
