To get Wailing Crystals, you need to locate Lich enemies and defeat them. Unfortunately, there are only a few places where Lichs are known to spawn. Lichs commonly spawn around Battahl region, so make your way over there after you have unlocked it. A few places you can check out are the Tomb of Al’Guttos and Crumbling Ruins. Also, if you head west of Crumbling Ruins, you might find one in the wild. Besides these two locations, you can also check out the Ropeway Station in Battahl to find a Lich wandering around, and sometimes they can be spotted inside Waterfall Cave in northeast Vermund. They are known to respawn in Tomb of Al’Guttos even in Unmoored World, so you can farm them at endgame as well. Lich enemies spawn at night, so be sure that you set the time right and explore dark places to find them

Once you have defeated them and obtained at least one Wailing Crystal, you can head over to Ibrahim’s Scrap Store in Checkpoint Rest Town to create forgeries of the item. You can also have a pawn with the Foraging speciality to locate specific items on the map
