You need to locate a Weapons Bunker first to complete the objective. Usually, weapon bunkers spawn during the end of a match, so you have to wait it out for a while. After that, check your map to find bunker or spanner icons. Some potential bunkers are marked on the map above. You will always encounter at least one bunker within the district, so you can make your way over here to find them. Once you reach the area, look for an underground hatch. Enter the hatch by interacting with the door. Once you are downstairs, check around for a mod bench. All you have to do now is interact with the mod bench to complete this quest

If the bunker door does not unlock, then you have reached it earlier than usual during a match. You have to wait it out and try at a later time to unlock it. Weapon bunkers usually spawn within the circle, so you don’t have to worry about finding them outside of it.
