The journal in question is actually the records kept by Bunny’s parents. To locate the records, you have to trace the clue to a particular cliff near the facility. To locate the cliff edge, make your way to Sterile Lands and make your way to the Restricted Zone. In case you don’t have the Restricted Zone unlocked, you can do that by completing Sharen’s Successful Infiltration quest, which happens as you keep playing the game. From there, travel south and you will find a cliff edge.
If you get close to the cliff edge, you will notice faint signals emitting off of it. There is also a jammer nearby hence hampering the signal. Once you reach the cliff, peer over the edge to find the records on a data pad. Pick it up to get the Emergency Communication Record, Agent Cayden Voltia journal item. After picking up the item, you can listen to the journal entry under the Journal tab in the main menu and learn more about Bunny and her parents
