Sun Haven is a mix of an RPG with a multiplayer farming simulator where players can do and complete many things from farming in many cities to fighting monsters and later their boss all the while clearing the main quests and many side quests. This seems a simple choice because Stephen is a criminal and has been involved with the bandits you just fought and defeated but the difficulty is whether or not you as players trust him wanting to change for the good and you give him second chance.

If you choose the second option you will find Stephen guilty of working with the bad guys, which he was, you will never see him again and the story continues as it will be going.
