To start, there are a few things you need to keep in mind before you can get your hands on this weapon. You need to empty your inventory before setting foot past the village gates. That means entering the village without any first aid and weapons, including your handy knife.
Once your inventory is empty, step past the village gates and take the first right turn. At the end of the turn, take the left path and you will find a large manhole right in front of the building.
