Upon entering the Imperial Gardens for the first time, you will notice a book lying on the floor. After reading its contents, you need to find the puzzle and its solution. Head over to the central area to discover a large stone plinth with strange symbols on the rings. To solve the puzzle, you need to explore the area to discover runes with strange carvings on them. The runes spawn randomly, as do the carvings. Each playthrough will hide the runes in different locations, and they will have different symbols. Run around the Imperial Gardens till you find runes similar to the image below.

There are four runes you need to find. Note the symbols on each one, then run back to the stone plinth. You need to arrange the symbols by rotating the stone wheel. The symbols you noted before should all face the two stone rods on top, and all symbols should be aligned in a row. If done correctly, the floor in front of you will open up, revealing a secret passage. Head down there to get the crossbow weapon.
