The only way to get the Shining Essence Echo is by defeating a world boss called Tal’Ratha. Tal’Ratha can be found in N’Erud’s Forgotten Prison, and he will talk to you after you retrieve a Soul Spark. The Soul Spark is an item hidden away in The Eon Vault, inside a building with a yellow light on it. Once you find the building, take the elevator down into the mine to find the Soul Spark. This is a random find, so you have to explore every corner to find it. After that, return to the Forgotten Prison, place the Soul Spark cylinder where it should be placed, then talk to Tal Ratha. 

You will get two choices from Tal Ratha, but which choice you pick won’t matter. Defeat Tal Ratha, either in his metaphysical form or in his original form. At the end of the fight, you will receive valuable rewards, including the Shining Essence Echo.

There are two choices you can make once you get the Shining Essence Echo. It can be given to The Custodian at the Ascension Spire, inside the Abyssal Rift. Or it can be used in crafting the Void Idol at the Drzyr Replicator.
