To unlock the Master Ball in Pokémon Scarlet and Violet, you need to complete the entire game and play post-game. That means you need to complete all three storylines, all missions, and quests to get the Master Ball. While it does seem counterintuitive since you would already have a strong team by then and don’t need a Master Ball anymore if you still wish to continue your journey you can make use of it. After completing the last story mission called The Way Home, you will receive a call from Director Clavell asking you to meet him at his office. After a brief dialog, you will get the Master Ball as a reward, thus ending your main story journey right then.
You can still make use of the Master Ball in post-gameplay. If you have yet to catch Legendary or Shiny Pokémon, you can make use of the Master Ball. The Master Ball has a 100% success rate in catching all Pokémon types, so this is one way to use it post-game.
