To unlock the Cement blueprint, you need to reach level 19 in the Technology menu. Once you have Cement unlocked, you also require materials for crafting it. Below are all the items you require. 

  • Stone x50
  • Bone x1
  • Pal Fluid x1

Stones can be obtained by breaking down rocks using the Pickaxe. Rocks and boulders will appear at random across the overworld. Next, you need to collect Bones. For this, you can defeat or capture a variety of Pals, and the earliest Pal that will drop Bones is Gorirat near the Snowy Mountain Fork waypoint. The second most common Pal that will help drop bones is Rushoar. You can also collect bones from Anubis, Bushi, Cawgnito, Loupmoon, Maraith, Vanwyrm, Vanwyrm Cryst, Verdash, and Vixy. Lastly, you need to collect Pal Fluid by defeating water-type Pals. Explore any nearby water body and kill or capture water type Pals to farm Pal Fluid.

Now that you have all the ingredients, you also need the High Quality Workbench. Take all the materials to the workbench and craft cement
