Nimue can now be located in the Lone Tower, which is close to the Palace of the One True King. You have to land on the Forlorn Coast, Losomn, to find the Palace of the One True King. You would probably reach here through the main story quest or spawn here using the activated checkpoint, so you don’t have to stress about finding the palace. Once inside, from the checkpoint, turn right then left and go up the spiral staircase beside the bookcase. Keep going up and take the first left. Jump down the broken railing and take the stairs on your left leading down. Keep going down, you will soon reach the exit, and from there go left.

After going left, keep to your right and climb up the stairs of the Lone Tower. Now all that is left is to make your way down to the very bottom of the tower to find Nimue. Once you reach the lower platform, you have to jump out of the window and follow the path there. You will soon reach a ladder, climb down and keep going down the path. After you reach the second ladder and climb down, don’t climb down any further. Rather, follow the path ahead to find Nimue’s enclosure.
