Like most weapons and equipment, the only way you can unlock Battle Rage is by making progress through the military levels. You need to reach rank 11 to unlock Battle Rage, after which you can head into your Tactical Equipment menu to use it. Once you load into a match with the Battle Rage in your Tact Equipment Slot, you can use it to help you infiltrate the enemy spaces. But Battle Rage will only be active for a certain amount of time, so before it expires you should quickly take care of the targets in front of you. Besides the Battle Rage tact equipment, you can also unlock the MW3 Weapon Sticker to use on your favorite weapon

If you are having a hard time trying to rank up, you can try playing in modes that have a larger map and more player count. Modes like Kill Confirmed, Ground War, and Domination are some of the best ways to quickly get some kills and rank up. As for the Battle Rage description, it states that the player will receive an experimental stimulant that gives an adrenaline rush. This rush then offers faster health regeneration, Tactical Sprint is always refreshed, and Tactical Equipment is resisted.
