The slots in your backpack are relative to your mercs’ strength. If you check your inventory, you will notice that all your mercs have a separate backpack. You will also notice that some have more slots available than others. To unlock more backpack slots, you need to increase your merc’s strength attribute. Any merc whose strength is below 50 will have just 4 unlocked slots. You can gain one extra slot for every 5 strength increases. So, at level 55, you get slot 5, and at 60 you can get slot 6. If your mercs’ strength is maxed, you have access to all backpack slots.
The stronger your merc is, the more load they can carry. Hence why an extra slot opens up the stronger your merc gets. You can try this with all the mercs to get plenty of extra backpack slots.
