The only way you can get Legendary mercs early during gameplay is to pay 20,000$ and subscribe to the A.I.M. Gold subscription. This will help unlock the gold rank mercs, but you need to spend more money recruiting them. The cost of recruiting legendary mercs will vary between 16,000$-40,000$, which is quite a lot to pay. You also have to incur the same amount for the next recruitment once the contract ends, making it not feasible if you don’t have the funds. But if you get lucky and could cash out on the subscription, you can unlock legendary mercs early.
If you can wait for a while, as you keep progressing, the subscription fee of 20,000$ will be waived. After that, you can visit the legendary mercs tab and hire them without a subscription. The mercs cost the same, but you don’t have to pay the subscription price. Of course, you have to progress quite a bit, unlock other mercs, and complete several quests to get this option.
