Like most armor and weapons, the Kevlar is a random spawn and can appear anywhere on the map. You will have to check all the chests and weapon caches across the sectors to find this armor. With some luck, you can find it early during your playthrough, but often you might encounter it later. One place to check is the Factory Ruins in K14. The area is swarming with zombies and enemies, so be careful when you get there. There is a quest you can complete here called The Outbreak, but we are here to get Kevlar armor.
Make your way to the second floor of the factory. There is a chest that has all the three pieces of the armor. All three pieces are at 100% health, so you can quickly equip them on your merc. As the health of the armor deteriorates, so does the damage protection on it.
