You can craft the manual miner from the Tech tree, under structures. Once you have unlocked the crafting recipe, you can build it if you have the required materials. You will also need the crafting table before you can get the manual miner. Now all that is left is to craft the miner and set it down on the ground to use it. To use the manual miner, stand in front of it and press the F button. This will open up the mining menu, where you can select if you want to mine ore or oil. You can select any one of the resources at a time. Now you can sit back and wait for the miner to get the job done. 

Once the mining commences, your character will be seen sitting on the manual miner. They won’t leave till the job is done, so you would have to wait for a bit to get the resources. You can check your inventory once the miner is done to get the required resources.
