How to Use the Sway Tab in War in Victoria 3
If you’ve played Victoria II, you should be familiar with the crisis system, which is basically when a country wishes to conquer the lands of another. There is a similar system in Victoria 3 where players will be able to enter into a Diplomatic Play. During this time they will be able to bargain their way out to prevent a war from breaking out.

Swaying a country is possible when you have begun Diplomatic Play and progressed through the Escalation period. This is a process in which you have multiple steps to decide if the countries will go to war if not. A countdown will begin when this happens, and you will need to make a decision which will affect if there will be a war or not.
After the Escalation period where you will be able to add war goals, you will have time for making diplomatic maneuvers. During this period, you will get a new menu with a lot of options that are only for Diplomatic Play, and one of them is to Sway a Country. You will be able to access this option from the Sway tab.
In this tab, you will be able to get a full view of the countries and where their support lies. This is based on their position in their menu. You can also check out the size of their army, which will help you if you go to war. You can sway them by asking if they will support you. This is possible by clicking on the green thumbs-up button next to the country’s name. This will cost you Maneuvers, so make sure to pick wisely.
