To repair any collected weapons and armor from other players, you need to first locate Artisan’s Touch deviants. There are two popular locations where you can capture these deviants. If you don’t find them here, then you might need to venture into a different world to locate them. The deviants can be found after defeating a particular enemy called The Scorcher. Below are the more popular locations where The Scorcher resides
- Hearst Industries, Broken Delta – Northeast of the Rift Anchor here is a large shed where The Scorcher has taken residence
- Gray Water Industrial Zone, Iron River – Head west of the Rift Anchor towards the large building. The Scorcher is roaming outside in the open
Defeat the Scorcher and you can collect Artisan’s Touch deviant off of it. You can defeat any other Scorcher enemy in another other area whenever you encounter it. You can now place Artisan’s Touch within the Isolated Securement Unit and utilize its passive skill to repair weapons and gear that isn’t yours

Sorry, this was one way of repairing found gear till the latest patch, after which they have removed the Artisan’s Touch passive skill for repairing weapons. All you can do now is dismantle found weapons and gear or just sell them.
