As with most other locked objects in the game, this door will need to be opened by completing a series of plate puzzles. How to Open the New Camp Locked Cell Door

The locked door to the cell is located in the Peasants’ Housing section in the New Camp. In order to find it, head straight from the rice paddies towards the hill. Once you arrive at the hill, take a right towards the big wooden scaffolding construction.
Start off by going down to the ground floor, which is where Rufus can be found quite frequently late into the night. Next, go up one flight of stairs to the first floor on your right. The cell door is locked and is to be found somewhere in the middle of this floor.
In order to open the cell door, begin by moving the first plate to the right six times. Then move the sixth plate five plates to the left. This is followed by moving the first plate five plates further to the right. The next step is to move the second plate three plates to the left and then move the first plate two plates to the right. After this, move the third plate two plates to the left and then move the fifth plate two plates to the right. Lastly, move the fourth plate one plate to the right to finish the puzzle and open the door.
