You need to make Banner improvements or upgrades to increase the rally mob size in Minecraft Legends. With each improvement you make, an additional 15 units will rally with you, which is a very good number given the initial units that could rally with you. The upgrade does come at a hefty cost and will take some farming of resources before you can improve, but the effort is worth it and necessary to progress in the game’s later stages.
