As mentioned above, the chances of getting Vanadium Crystals is random, so you have to look out for every chest and loot it. The best place to check for Vanadium Crystals is in any settlement that is above level 21. You can start from the Iron River and work your way to other regions and check all the loot crates around
Some late level bosses also have a chance of dropping Vanadium Crystals, but again the chances are random. You are much better off checking loot crates than farming it off bosses. Vanadium Crystals are mainly used to upgrade gear and weapons to Tier 3
