While the rings are extensively mentioned as you progress through the game, you won’t encounter them until much later. When you are halfway done with the game, and if you check your inventory, you might notice that you are automatically in possession of the gold rings. But this is no chance encounter, and you do receive them through one of the missions.
Somewhere later in the game, you finally corner Petrov in the theater, and before his beheading, he tosses you a box and tells you to give it to Larisa. These are the gold rings that were talked about earlier, which Petrov planned to use to [propose to Larisa. Unfortunately, since he is no more, you now have the rings in your possession.
