You can get Bull King’s Iron Horn in Chapter 5. For that, you need to uncover the secret area called Cave Depths in Secret: Bishui Cave. As soon as you reach the Cave Depths shrine, head left and go down the flight of stairs. On your left is a chest containing the Bull King’s Iron Horn item. Next, keep exploring the cave till you get to the boss of the cave called Bishui Golden-Eyed Beast. Defeat the boss to get 3x Bull King’s Iron Horn
You still require more Bull King’s Iron Horn quest item to craft Bull King’s armor set. But the only way to do that is in NG+. After unlocking NG+, head back to Bishui Cave and unlock the chest as well as defeat the boss. Repeat this process a few times in every NG+ till you have enough Bull King’s Iron Horn quest item. You will require 6x Bull King’s Iron Horn in total to craft all the Bull King armor parts.
