You first need to learn how to unlock Steel Ingot recipes. This recipe unlocks under the Mementics menu, under Infrastructure Category 3 – Ascendance. Scroll down to Forging Techniques, unlock it to find Steel Ingot. This recipe won’t unlock if you don’t have the Bronze Pickaxe recipe unlocked prior to it. You will require Three Ciphers and 200 Energy Link to unlock Steel Ingots alongside Sintered Brick. Once you have the Steel Ingots recipe, you can go ahead and unlock Steel Pickaxe recipe. You require Five Ciphers and 700 Energy Link to unlock Steel Pickaxe
You can craft the steel pick axe at the Intermediate Supplies Workbench. Under crafting in the Memetic tree, unlock Category 3 – Ascendance by starting off with unlocking the Synthesis Bench. This will help you unlock intermediate workbenches including the Intermediate Supplies Workbench. Under Synthesis Bench, unlock Intermediate Tools after you have the recipe for Long-Range Power. You will require 3x Ciphers and
200 Energy Link to unlock Intermediate Tools recipe, after which you can craft Intermediate Supplies Workbench
