The new progression and ranking system in MW3 can help you unlock several new gear, equipment, and blueprints. After a certain level, you can get some new weapons to add to your growing list. To get the Rival-9, you have to progress through the ranks till you get Level 14. Luckily, you can reach level 14 during the beta stages of MW3, so you can quickly get this weapon and test it out.
