The best way to use Eternal Wakestone is to wait for a pawn to trigger Dragonsplague. This deadly disease can only be triggered by a pawn, and it can quickly wipe out an entire village. This is where you can use the Eternal Wakestone to revive everyone and meet the achievement’s criteria. Triggering Dragonsplague is a random occurrence that will happen at any time, especially when you are asleep. In case you are reaching the end of the game and your pawn hasn’t triggered the Dragonsplague, then you can just kill two or more random NPCs and use the stone to revive them and get the achievement.
