Like with most Major Realm Cards, you need to find all the Essence Traders and purchase them using Essence. Since these are Ascended Cards, you may need to farm T3 Essence. You can get T3 Essence by making your way to The Watch, which gets unlocked after completing Nellie Bly’s questline. Once you are here, you can open portals and fight tougher enemies to farm T3 Essence. Also, you can spot several Essence Traders here where you can purchase the first Ascended Card, the Antiquarian Ascended Card.
